The Panama Electronic Affidavit is a travel document required for all international arrivals wishing to enter Panama. It was designed as part of the government’s health measures to mitigate the effects of COVID-19 and reduce the spread of cases due to tourists. Bear in mind that it does not replace other requisites such as your passport, a visa, or additional travel authorizations.
WHO CAN ENTER PANAMA WITH THIS DOCUMENT?
Anyone that plans to visit Panama must present the Panama Electronic Affidavit QR Code if they plan to visit the country, even if it is a short stay. Take into account that minors should also be included in their parent’s or custodian’s form.

The Panama Electronic Affidavit is part of the required documents you will need to enter Panama. It DOES NOT replace a visa. If your country requires a visa, the immigration officers will ask for your Visa when you enter Panama. Keep in mind some nationalities will require a paper visa. If that is your case, we suggest you contact your local embassy.

Travelers that are not fully vaccinated will be required to present a negative COVID-19 PCR or antigen test taken no more than 72 hours prior to their arrival time in Panama.

Do I need a COVID vaccine or vaccination certificate to enter Panama?
No, you don't. As of today, COVID vaccination passports or certificates are not a mandatory to enter Panama. Now if you are a Covid vaccine certificate holder, you won't need to present a negative PCR test nor to follow a quarantine.
You are considered vaccinated if all doses of a vaccine against SARS-Cov-2 approved by the WHO, EMA and FDA have been administered for at least two weeks before traveling.
Do I need to take the COVID-19 PCR Test before traveling to Panama?
- Fully vaccinated travelers with physical or digital proof of a complete vaccination scheme endorsed by the WHO, EMA and FDA, where 14 days has passed after the last dose, do not need a negative COVID-19 test result.
- Unvaccinated travelers will need a negative COVID-19 PCR or antigen test result taken no more than 72 hours prior to arrival.

Do I have to stay in quarantine when I get to Panama?

Unvaccinated travelers arriving from/transiting through United States, Cuba, Guatemala, Costa Rica, French Guyana, the United Kingdom, Greece, Georgia, Estonia, Serbia, Macedonia, Montenegro, Azerbaijan, Israel, Malaysia, Mongolia, South Africa, Guinea Bissau, Tunisia and Fiji in the last 15 days will be required to take an additional COVID-19 test (USD $85) upon arrival. If the results are negative they must quarantine for 3 days, and 14 days if the results are positive. At the end of each period, another test must be taken to finish the quarantine.

Fully vaccinated travelers coming from these countries will be exempt from the 3-day quarantine and molecular test upon arrival.
