As far as the visa policy of the Central African Republic is concerned, things are clear, but the rules are not very lenient. There are 16 visa-exempt nations whose citizens can enter the Central African Republic and stay for up to 90 days. Only US citizens are allowed to stay 180 days. Even though that is the explicit visa policy, many US travelers feel more comfortable obtaining a visa before departure - iVisa recommends this too.
